Why it is worth writing about
Because it is the finding people assume cannot happen. A steel column is on the drawing, it is expensive, and it is structural. It was still absent when we attended.
How it happens
A member on back order, a sequence changed on site, and nobody circling back. It is almost always an omission rather than a decision.
The summary matters too
A frame described in the report as defective sets the tone for everything after it. It is also the sort of language a tribunal reads carefully, which is why it is used sparingly and only when the evidence supports it.
What follows
The item goes to the builder with the drawing reference. On something this size the answer is usually immediate.
